Q: Is this a rubber base gel that can be used to add flexible structure as opposed to a builder gel or a base coat to prep the nails for any gel process?

its thin and flexible, not thick with structure. try the structure rubber base that they have that one is going to be thicker and give you more of a nail build affect. the elastic rubber base is just good for brittle nails that chip easily, basically my gel polish just lasts longer, but it does not give structure to my nail

Q: Can it be used with acrylic and tips?

Yes! I use over tips and you don’t need hard gel over it if you don’t want to. It covers so well that I use top gel over it. It’s great!
