Q: How thick is the material, and is it backed with white paper?

Yes it is backed with white paper. It is about 1/4 inch thick. When I got my package it only contained 1 board--not 5 as listed.

Q: Would this form board work well as a protest sign for outside use? Could you use permanent marker on it?

Only in clement weather; best indoors. Surface is bond paper, permanent markers work, though they may bleed a bit.

Q: Are both sides of the board usable?

Both sides are usable. Only negative would be the foam did not cut as smoothly as I would have liked.

Q: Can this be used for stretching watercolor paper (requires being resistant to moisture)?

This product is not moisture resistant.
