It can use bluetooth or WiFi between the device and a phone. No Internet (WiFi) oe data is needed or required. Device establishes it's own private WiFi connection.

Q: Will this 360 camera produce 360 degree videos that work with an oculus rift vr headset? as good as 2017 gear 360?

It produces 360 vid but, poor resolution, I think. The stitching was noticeable. In addition, Ricoh's software didn't work with that model. A very bad experience. I wouldn't recommend anything costing less than 800. Review YouTube samples carefully before selecting a model.

Q: Does this camera support gpx/gps and compass?

Don’t waste your money on this product. Horrible. Go for Insta360 X2.
