Yes but I swapped it out for a Cross medium point blue ink refill.

Q: Does it come with a converter?

No, it doesn’t. And please don’t buy this pen. I bought one and didn’t work at all. Wasted 2 ink cartridges and it doesn’t flow properly. Waste of money.
