Can this be mounted to a chain link fence?

Yes, that's where we put ours. There is a mounting piece with it that doesn't show in this picture and it's easy to mount on a chain link.

how do you empty it if mounted to fence?

you must use the bracket it is sent with. it then screws to a fence post. You could get some small L shaped brackets and mount to fence wire

Where is the ground stake? I have ordered three. One had it. The other two didn't.

There are two different rain gauges on this page -- the 25" tall version does not include a ground stake. The 20" smaller version does include the ground stake. The ground stake is pictured with the 20" item where it is not pictured with the 25". They look very similar and the only difference is overall size.

Do you read the top of the float or the bottom?

The red plastic floats on the top of the water, so even though it differs slightly top to bottom, the bottom is the bottom of the water.
