This belt fits my 36"waist perfectly...up to 38"

Q: can this belt be worn as a standard uniform belt (through the pant belt loops) or just as a duty belt over a standard belt?

I wear mine through the loops just like a standard belt

Q: Is this the type of belt that adjusts with a strip of velcro? Or, is it adjustable by guiding the leading edge through the buckle?

The belt has Velcro, so you will not have the problem of generating the low-adhesion wear velcro. The closing of this belt is military type with plastic buckle high restencia which makes it almost impossible to fit that gap.
