yes, the heating area of neck can be flipped up, I buy it for my mom, it helps relieve neck fatigue

The vest is thin, so it not bulky at all. I wear it warm and comfortable under my coat.

Q: What kind of battery does it use? Like a battery pack to charge my phone?

This seems to run on any standard phone charging battery pack I have used it with. I got the one with the most power I could find and it lasts 6-8 hours on high.
