I have a new toilet that uses less water. when i turn the water off, i cant flush the whole tank/bowl out. should the tank be fully empty to install?

Absolutely. The flexible fill tube coming from the angle stop valve at the wall attaches to the fill valve at the bottom of the tank. Once you undo it any water in the tank will spill out. Close the angle stop. Flush as much water as possible out by holding the tank handle down until it finishes emptying the tank as much as possible. Two options now: 1. Use a sponge and sponge any remaining water out of the tank. How long it takes depends on how big your sponge is. Or 2. Put a low pot or pyrex dish under the fill tube where it attaches to the fill valve under the tank. Then unscrew the fill valve and hope the pot/dish catches all the water but be prepared to do some wiping up if some runs down the fill tube past where the pot is placed. As a side note, now have 4 of these in 2 homes and don't use toilet paper.

I don't have the box anymore, but I can say, that the fitting was the same size that was already on my toilet. What you have to do is take the water hose off the connector that attaches to your toilet tank and then connect the water hose to the valve. The T adapter is for the hose attached to the sprayer. It was very easy. Mine leaked for a moment, until I tightened it with a wrench. Probably because I'm female, and my 'hand tighten' wasn't as strong. Otherwise, no problems! It is also a very handy item to have for cleaning the toilet as well. I believe most toilets use standard connections here in the USA.

Does it work well to irrigate a colostomy bag.

If you turn the dial to low pressure I don't see why not, however at high pressure I imagine it can get messy.

Can this be installed with a thermostaic mixer to add warm water to the spray?

I'm no plumber, but I would think so. I know there are set ups to get warm water into toilet tanks so they don't sweat. Seems like that might modify for the bidet wand, but I'm not 100% sure.
