Can this be used for a basic over the air TV antenna?

These connectors and associated RG-174 coaxial cable cannot be used as antenna. But these items can easily be used for transmission of over the air TV frequencies. I.e. Used to connect your antenna to your TV receiver. A cable type more suited for use with TV frequencies is RG-59 or RG-6 cable as the cable impedance is 75 ohms compared to the 50 ohm impedance of RG-174 cable. So check the requirements of the equipment your using.

I need sma male connector to go to a flare signal booster, which has a regular cable to it, will this work?

I looked up the flare signal booster, without knowing the exact model you have I would say yes. If what you need is SMA cable this is the thing. It comes with 3 extra adapters that pretty much guarantee you would have what you need. From the picture of a flare signal booster I looked at I believe you are referring to the SMA cable coming off the antenna. One end appears to be permanently fixed to the antenna and the other IS a male connector that would screw to the connection on the main booster unit. This cable has a Male connector already attached to it AND a female connector on the other end. The adapters included with it will allow you to change either end. So if you need to change an end you will probably get the included connector to change it to whatever you need the end to be. Looking at the Flare Signal booster picture I am fairly certain all you will need is the cable itself. But it never hurts to have those adapters in case. For the price it is a great buy. The cable is well made, gold plated and hardy. If using it outdoors I would tighten the ends together and then wrap it with electrical tape to keep moisture out. Wrap just the connector and an inch past either end, that is-not the entire cable.
