Whys is this specify 'ingrown'.....it is for any type of pedicure right?

You can use it for basic care, I suppose. However, these specific tools are made to cut through tight areas between the toe and nail to relieve pressure from an ingrown nail. Also they are used for nails that are extremely thickened (like from nail fungus). If you just need basic care, buy regular clippers. These are sharper and more specialized, but you need to know how to use them

How would you re-sharpen these?

They come sharp. I cut myself pretty deep and haven’t used it since. However, you should be able to easily re-sharpen using a sharpening stone.
