Yep, really easy to set up. Just put to correct time and push down the little prongs that are in 15 mins blocks as you want to come on off over 24 hours. Doesn't loose time either just set and plug in

Will this come on for 15 minutes then off for 15 minutes and repeat for 24 hours

The segments are 15 minutes per segment. I have completed a test over 1 hour and found that the on/off periods varied between 13 - 19 minutes per segment. As this is a mechanical timer these variations may be owing to wear and tear.

Can you turn timer on and off manually

If it's off, you can turn it on manually but if it's on, you can't turn it off. Just unplug it!

Could this work to turn a slow cooker on at say 11am?

Hi i can't see why it doesn't work, as long as you set it to the correct settings (low or high).
