Q: will this charge my 12v Lifep04 60ah Battery?

I charge a 100ah LiFeP04 with one so yes it will. At 3 amps an hour, it can take a while depending on how run down the battery is but I'm quite pleased with mine so far.

Q: will this be able to bring back my Lithium battery that is new but been disconnected form power for about 2 months?

This will recover a lithium battery with a BMS disconnect, however may not fully charge a large battery (50Ah+). Also if the battery has been used, you many need a few charge / discharge cycles to get it back into balance

Q: could I attach this to a solar panel and if so what size would it need to be?

No, you need a solar charge controller that has PWM or MPPT to link panels to the battery

Q: 3a charging current. recommended charging current of 2a for 4ah jmt motorcycle battery ytx14h-fp: will this shorten battery life or damage battery?

3A is the max charge current. The charger will regulate the charge current depending on the battery charge state so the input current will reduce quickly as the 4ah battery charges up. = no it won't damage it.
