Q: Will this protect an oil painting?

I have never used it for oil paintings but an artist friend of mine does and has no issues.

Q: Does this paper have a shiny surface and is it weighty enough to construct an envelope?

No, it is not appropriate for an envelope as it allows light to pass through it and looks similar to wax paper. It's purpose is to overlay photos and pencil and pastel artwork to protect the art from smudging.

Q: Is this like parchment paper? I need it to protect pan pastels work and don’t want it to rub off.

It’s not like parchment. Parchment is slightly rough. Glassine is very smooth and won’t damage the surface of your pastels.
