You should always check your airline's website for approved carry-on sizing - every airline is different.

I mean as much as any duffel bag is foldable yes. Can you fold it into a square and put it into a small bag no or maybe yes if you have the ability for the inclination. Remove the floor which is semi rigid and you can stuff it into something else. Like I said in my review I like it.
