This is the best adhesive you can buy for setting rebar in concrete or granite
I've use a lot of this, works well. Can be applied in below freezing temperatures, under water, holds indefinitely. All that is needed is a clean hole.

The problem is they force you to buy their dispenser which drives the price way up.
They need to come up with a good epoxy to use with outa dispenser
