Q: Is this tape smooth woven fabric, or is it fuzzy?

it's not smooth like standard, vinyl plastic electrical tape. it is somewhat smooth, but still like a woven fabric. not a shiny finish, but a textured, semi-flat, finish. it's not fuzzy like felt, but similar to a loose weave cotton,. best I can describe.

Q: can this tape be used on the exterior of a vehicle?

No this is a Tesa tape number 51608, this is a low temp rated tape intended for 105C maximum (inside cabin/door only). If you are looking for a tape for exterior/engine compartment I would use Tesa tape 51006/51007. If you need additional abrasion resistance you can also use 51026/51036.

Q: can this be used under the valve pan cover for the fuel injector wiring

Yes. We use this tape for injector and igniter wiring at the heads of Euro engines.

Q: Will this stuff bend to a tight radius?

It will depend upon the number and size of wires that are being wrapped. I had 8 #12 stranded wires in a wiring harness wrapped with this tape and had no problem bending the wiring harness to a 1" radius.
