Could these be used in pond plants?

I don't think so, I think you need special aquatic fertilizer for those otherwise the pond will go green

Can you use these with indoor culinary herbs?

I haven't. The packaging says suitable for all houseplants. The NPK ratio is 6:12:6 which I think encourages flowering??
