what size bit do i need to drill a hole for flush mount?

I believe the hole is 21mm. The front flange is 30mm.

Why does this come with two locking rings/nuts? One regular and one flanged...

You can use whichever one works for your application. You can also first use the flanged nut on the back, and then double up, using the one without the flange to lock it down so it doesn’t vibrate loose.

Does this work with head unit with apple carplay?

as long as your head unit/stereo deck has apple car play, it will work just fine.
