does this blade fit the green thumb bow saw

It should, I use the 36" long blades. Don't know which length you need. Seems like the Green Thumb uses a 21" which Bahco makes.

Can this blade work as well on dry wood?

Yes, it will work, but in my experience if you saw a lot of dry (seasoned) wood, it will push the teeth in and make it useless for wet wood. Fine for dryer, unprocessed wood outdoors. Also, the green wood blades have raker teeth added to clear the frass out. This means the cutting teeth are working harder and may blunt quickly on hard, dry wood. Bacho/Sandvik are the best though!

If my saw handle says 21.5" but the length of the encased blade seems to measure 24" end to end, would I need a 21" or 24"?

I believe that a blade that is 24" end to end will give you a 21.5" cutting length.
