Does the 21.5inch hdmi & vga monitor come with both the required cables or are the (vga & hdmi cables) sold separately?

Mine didn't, I had a spare HDMI anyway. I've found this easy to connect up to my laptop and use when I'm working from home (I'm a copywriter), it's also light enough to put in the back of the car if you need to move around. Good value for money, only slight minus, is the power cable is pretty short, so make sure you have an extension lead.

Can I connect this to my mac for a second screen?

Should be able to if it has an external HDMI port then go into your settings and look for multi screen display

How do you tilt the monitor? Mine came in already tilted downwards which really bothers me, and I can't find a spanner that can fit into the support

I connected the stand and it tilts when you bear down on it.

Hi, No it doesnt include the stand. 31.5 is from bottom of frame to top of frame.
