Right or wrong, when it does not say on the label I assume China.

Will this leave my butcher block counter top sticky? I tried mineral oil from the drug store but it never soaked in or dried

If your drug store oil won’t soak in then this won’t either. I think your counter top was finished in something other than an oil finish when it was new.

Does this oil go rancid? Is it safe like flax seed oil to use on cast iron?

Mineral Oil is a non-drying oil, which means that it will not polymerize (form a plastic-like substance) over time. This is good for oiling cutting boards because it will stay a bit liquid in the wood and flow into cracks and scratches. It is also food-safe and won't go rancid or support microorganisms.
