I don't see why you couldn't buy more hooks separately. It comes with a lot. I use 3 in each row, instead of the 2 in each row as pictured, plus I have extra hooks left over as well

Q: Do the hooks stay on well during outdoor fairs?

Yes they do, at least mine has and I have done a few indoor/outdoor craft fairs and never had a problem with the hooks coming loose. They fit quite snug.

Over priced for its quality

Doesn't nicely spin around. Hooks are definitely great, love that they can be moved around. A lot lighter than I thought it would be which does have a negative effect on quality since it makes it feel cheaper. Overall, I would buy it again for a much cheaper price.
