Could this be put in layers to make a bulletproof vest

Not without risk of your life. This would require certain manufacturing processes with some kind of binding agent.

It's structural, for making composites (often used with carbon fiber twill in the same structure). Bulletproof is a different kind of aramid, used differently.

Will a nail go through it?

I'm pretty sure it would. It's a loose weave so the nail would go between threads.

Will this adhere to hdpe kayak?

Proper prep, rough surface, and clean well. I used it on mine with BoatFlex epoxy. Adhered quite well.
