Will these hold large bags of chips?

Yes they will hold large bags of chips, but you might have to skip every other one because of bag thickness

The clips I received are smooth on the inside and don’t clamp tight enough to support items. Is this by design or did I receive a defective set?

I used mine to hang baseball caps by the bill, and they work great for that because of the lack of grip, makes them able to be pulled out without scuffing the brim/bill.

His big is the hook? Can it be hooked over top of a 1” horizontal bar?

If you are inquiring about the hook at the top, mine are hung on a door, so I would think it will fit.
