Yes it came with a small tube of thermal paste.

Can the RGB be turned off?

Yes it can. Two methods, the first : you simply unplug the argb cable from the motherboard. Or don't plug it in from the start. Second : you can disable it from the software you are using to control the rgb lighting, just choose black as a static color. Through programs like aura sync.
