Is it worth a light sand over the satin undercoats before applying the dead flat top coat?

I only lightly sand before applying a final top coat if I see a slight imperfection after I've painted/stained etc. If it all looks OK I don't think you need to before applying the dead flat top coat.

I've done 2 coats and it still looks a little bit streaky. Will this be go away with a third coat or am I fighting a losing battle?
