It should, my half 11 5/8x16 1/2 fits perfectly in my 13x18 pan.

No. The one that fits a quarter sheet pan is 11 3/4 x 8

Can I warm up pizza on it?

The Silpat is good up to 500F so you should be able to warm up pizza on it as long as you do not exceed that temperature. I am not sure why you would want to do that though as it may make the Silpat very difficult to clean and you will still have to use a baking sheet underneath the Silpat.
