Delivered May 31, 2019 and charged the $12.99 twice - the delivery date and 1 July 2019
Found wheels to be of great quality, but slightly too large for the luggage I purchased them for. I was easily able to grind out the cavity and the fit very well. Was unable to use the washers as the shafts were too far into cavity to reach the axles, but they worked fine anyway.
