I agree with the concern about rain. I just wrapped the battery holder with some Saran Wrap and tape, because it does not look waterproof. These decorations will only be outside for a few days, and hopefully will continue to light up with this protective measure in case of precipitation.

Q: Can this be powered by a USB power bank?

They actually have batteries in them.

Q: Can I cover the switch and battery compartment with a small plastic bag to protect it from rain?

Yes, you can. I did cover mine, and it’s fine. Just make sure you cover it well to prevent water from entering.
