Q: Can you pack the “snow” to make snowballs?

No, not in the least. This produces more or less a fluffy thin cotton feel and less like a dense snow.

Q: how long does the snow last?

It lasts several hours depending on if it's being played with or you're wanting to make an area look like it snowed. Just add a little water to perk it up again. The kids loved watching it turn into snow. However, the drawback for us was it doesn't pack into a snowball. It just remains fluffy snow. Not good for snowball fights :(

Q: Is there enough in one bag to do 30 scoops? We are having a birthday party and I would like each child to have a scoop.

Depends how big the scoop is. I would go with two packages so you won't have any disappointed children. The stuff is pretty neat. I gave it to a child fir Christmas. She seemed delighted.
