Q: Will this system work with a backpack?

Yes it works perfectly with a backpack. When adjusted correctly it rides above the kidney belt and below the sternum strap allowing for access to needed gear while still using the full support system of the backpack. I'm in the United States Volunteer Rangers and this rig is our standard issue. We have these in use for every mission and activity we do and it works great. We have a radio pouch, utility pouch and sheath knife attached. Some even add flashlights and other tools to the front of the utility pouch. This rig handles all of that gear very well.

It is pretty quality, and made well. Basically all nylon of one bent or other. I use this when I shoot 3 gun, I mount all my shotgun shell carriers to it. I've been in all kinds of positions and it works great. No quality issues. I have a couple other Condor items as well. I definately recommend buying Condor.

Q: would this fit a 13 year old?

Depends how big he is. I'm 5 9 200 pounds and had to tighten it a lot. I'm sure you can make it fit him you might just have to tape the slack straps after you tighten it.
