Q: can I get a lockable cap for this unit

I have not seen a lockable cap. This is a plastic portable tank.

As shown in picture it is approximately 8-5/8 inches high, 13-1/4 inches wide, and 19-1/2 inches long.

Q: Is this tank, cap, fuel gauge compatible with diesel fuel?

Diesel is just an oil fuel. That would not affect the tank but there is a code to follow if used for marine application. I believe the tank needs to be a different color i.e. yellow.

Q: Can you stand the tank up to where the handle is at the top to take up less room in your boat

The tank can be stood up on end for storage or when not in use, but the fuel pickup would not be immersed, unless the tank is very full. The fuel pickup is rigid and goes straight down from the connection point on the tank.
