Not sure who the manufacturer is but I can tell you that my box states Made in China on it

Q: how do you get the hooks onto the shower rod? do you have to take the end cap off of the rod and slide them on?

The hooks can twist，c-shape oval shaped make the hooks slide easily across the rod. You don't have to take the end cap off the rod.

Q: What is the diameter? Would these work for a 1.5” rod?

No, I think you would need a more circular hook to fit your 1.5" rod. These are not quite that wide, but they are great shower curtain hooks.
