Q: will XS fit a 4 year old boy?

I went by the size chart. Large fits a 13 yr old. I bought large for myself. I take a ladies XS and it was too big on me. With a boy - they grow so a little loose is good. Personally I think they run a little large. Nice shirt though

Q: Is it skin tight on the arms? Want to get them for my son for football and want it skin tight not loose

This was not skin tight on my son. There was extra space in the arms. It might be tighter if you size down as the size was a tad big—he wore it under a costume and was able to push the sleeves up and they did not bind.
