Q: Is there only 5% grapeseed oil & 95% rose oil or 100% rose oil? I wanted rose oil to add to my face serum & didn't want to cut what was alreadydiluted

it is 5% pre-diluted. It means only 5% rose essential oil mixed with carrying oil ( grape seed oil).

Q: Would this work in hair balm?

I would think it would be fantastic in a hair balm. I use it in a face serum with excellent results.

Q: Can I apply this directly to my skin? Is it already diluted?

It is not diluted. I do apply it directly, but if you are sensitive, it may cause a reaction. Test a small area or dilute with a carrier oil like coconut oil or any light-scented oil. I like to mix it with a few drops of jasmine and lavender essential oil in my diffuser.
