Q: Is this 16x6x12 or less than ? the descriptions shows measuring 10" wide x 13" high x 5" deep

Yes, it's a 16x6x12 inch bag. I was able to stack 3- three compartment to-go trays & still had room to put multiple dessert containers inside. However, I did have to replace their cardboard-like piece that's at the bottom with actual cardboard because theirs was really thin & didn't offer the support that I needed.

Q: does this bag have a hard flat bottom? or is it soft, as the items would sink/weigh down the bag?

These bags have a removable cardboard insert in the bottom to prevent items placed in the bag from sinking or weighing it down. Additionally the cardboard bottom aids in the bag standing up while loading and unloading.

Q: Can a size 13 shoe box fit in this bag?

Yes, length is fine, but box may have to be placed sideways.
