Q: would this tape help stick on the top part of nipple covers with the square lift section. They don’t stick very well?

To be honest I didn't find the tape very good. It really wasn't that sticky and it peeled off really easily. I gave up and didn't use it in the end.

Q: Would this keep nursing pads in place within the bra? nursing pad would be backed with either pul or cotton fabric?

I not 100% sure as I'm a closet dresser but I am pretty sure it would assist with your little problem

I've used it but its sticky and will pull against your skin when you pull it off. It left a red mark on me where it was.
