No,l mean you can, if you want to waste the product it is a toner it has to be applied directly on skin while mixing it into water will dilute it and it will go down the drain. The best way to use it is dab it in a cotton pad and apply wherever in your body you want after bathing. And if you think the percent is high for your face mix some rose water and this and apply with cotton pad.

Use whatever you're comfortable with , i use it directly with my hands but you can use cotton pads as well but they just soak the product up , you can use it if you want to soak a certain part for a long time by pressing the cotton pad and leaving it there for some time tho
