They are quite loosely woven. I doubt they would hold powder.

Q: Can these bags be used for potpourri?

Probably, but let me say, they are a medium muslin fabric, not see thru and would slightly inhibit the fragrance of potpourri my. They would be fine if you were filling them and putting them on drawers etc. hope this helps!

Q: Good for lavender sachets?

Yes. You might want to get some stamps to pretty them up. I use them to put pickling spices in when I make pickles. I also use them to catch onion seeds
