Dry!
The marker was received dry! I purchased a couple bottles of Distress Refresher and am hoping it works, otherwise, money out the window. Very disappointed as this was the one color I needed to complete my set of distress markers. Not saying don't purchase as the one you order may be nice and juicy. Saying I did not have a good experience.
