It really depends on which way your door closes. You want the narrow end to hit the door first if it’s on the door jamb so the door closes into it and forms the seal. If you put it on the door itself, you would make sure to face the narrow end on the side of the door that will touch the door jamb first so the door does the same thing - slides into it and forms a seal.

Q: is this used temporarily during winter and then removed during summer when you went to open the window? or is it meant to be permanent?

This is meant to be permanent. Clear window sealing tape is temporary.
