Q: How many 12" balloons will 1 package fill?

It is not a very big bag. Not sure how full you want to fill the balloons or how big the balloons. We added to a piñata with blue candy

Q: Is one bag enough to fill entire piñata?

No not by a long shot. We had 2 bags of candy and the confetti and still didn’t fill up the piñata, However when we pulled the string the confetti came out good and was very visable
