Yes, with proper tuning and of course personal preference is a factor of a good snare drum.

Q: can it be used as a portable drum with straps

Technically yes, but the hardware for a strap harness is not installed. These drums are meant for actually just sitting on snare drum stands and playing sitting down or standing up on an stand up stand.

Q: What does the knob pictured do? Is it a tone control?

If you are talking about the one above the tensioner than it is just a tensioner. If it is another than it is tone control. I got rid of this snare a while ago...junm
