I bought these for my daughter's costume. She wears a little girls size 8. They were a little big on her but not enough where they fell down. There was just a little extra material at the top. I think they would be fine for an XS.

It's pantyhose, all the way up to waist.

Q: is the panty area of the tights striped or solid color?

Solid down to the top of your thigh. Almost like a boyshort panty.
