The three colors are the same. Yes the description is different for each color for marketing and search purposes.

Q: If velcro holds the bucket in place how much weight will the bucket hold

It's made of heavy duty velcro and the maximum capacity is around 40 pounds. The weight limitation doesn't depend on the velcro as much as how much you can comfortably carry on your back.

Q: Can I attach this to my carry on travel bag? Or is it only for buckets?

This should be able to wrap around most anything: 5 gallon buckets, vacuum cleaners, sleeping bags. I haven't seen it used to carry a travel bag but I imagine that would work too.
