Q: Will the cover stretch enough for a chair with a 27 inch high back?

If you mean the distance from seat to top of chairback, I doubt it would stretch that far. My chair back is 22 1/2" and there's a bit of give there, but I don't think more than maybe half an inch.

Q: What shade of blue are the blue covers. One picture looks like they are teal, another looks like royal blue and a third looks like navy blue.

this is really for seated chairs--depends on the bar stool-- if it's square shaped it could work--round? probably not as it might have material left over.
