How do these dim as interior lights?

After a week i noticed the halogen rear markers on my renegade's taillights seems to glow for a time when off,front led fine, could they be the cause?

Would these work for instrument cluster lights that have a dimming wheel?

Want to replace my parking bulbs , will this be a white color or yellowish color?
