Q: what size does a kids large fit? would that be a 10-12, or 14-16?

The tag on the package states 10-12, but my 11 year-old son can not even get his thighs or upper arms into it. He has an average (not skinny, not chubby) build and this appears to be sized quite small or at least very slender. He is very disappointed, because there is no size bigger than this for kids, and the smallest men's size they make (labeled Medium) is too big for him.
