It probably will however it’s a peice of crap not worth it

It isn’t designed to prevent leaks, so I would say no it does not seal when full. However you should not let this tank get that full that you would be relying on it if prevent spoilage anyway. That is the purpose of this gage. If the tank gets that full you are in trouble of an overflow anyway.

Q: What keeps bobble from falling in

There is a plastic ring that keeps the float in the bobber from falling into the tank. The waste comes up into the bobber and makes the float rise.
