I would do a 4.5 star if possible. These vinyl notchers seem very well built and durable with a fair amount of "play" in the mechanism that is good for mitigating dirt, mud, vinyl dust, and any other contaminants. I have used this for thousands of feet of vinyl fence. My only main complaint would be that the depth adjustment screw easily loosens during use and i have to frequently re-tighten it. I tried the glue i had on hand, but it broke off after while. I need to get some thread loc-tite and let it cure to properly fix the issue. But otherwise, these will last you a lifetime. Good design and quality. Thanks for offering an affordable tool on amazon.

Buy something different
Not a very well made tool. Sloppy pivot points. Way overkill for notching vinyl fence rails! I would guess a converted set of cheap bolt cutters.

Vinyl Fence Rail Notchers
So far have used on two jobs and they’ve worked well. Seem to be made sturdy and expect long life. Handle length good and minimal force needed to notch railings

Does what it's supposed to do
The horses are constantly breaking the fences, even with electricity on them. They are after all, horses. :-) I was going to the local country hardware. They charged me to punch them. There is something to be said for having the convenience to do this oneself.

best tool to have when your putting up or fixing a vinyl fence
Extremely happy with this product ..... its a must have when you own vinyl fencing... 5 stars for sure
